Developed by experts in both PPACA and employment law, this high-level 10 hour course will ensure that the student understands the key technical components of PPACA, and is better prepared to counsel his or clients on upcoming required health care changes and new options and requirements for health plans.
An overview of all regulations already issued will be presented, along with details on specific regulations issued to date. The student will learn what is needed to comply with the new law as well as how the market is likely to change over the next few years and will be able to develop client specific timelines and provide advice to guide clients in planning for the future.
Complete course instruction will be delivered through NAHU's Online Learning Institute (OLI) and followed by a final exam required to obtain certification and continuing education (CE) credits reported to your state Department of Insurance.
The PPACA certification course is a certification of expertise in the provisions and implementation of health reform. It does not meet state or federal requirements that may be necessary or required to sell exchange-based plans

Joan Fusco joined Savoy Associates in April of 2003. Joan’s tenure in the industry has allowed her to provide exceptional guidance regarding compliance with federal and state insurance laws, as well as with carrier compliance issues and additional complex benefit situations. In her current role as Director, Research and Education, Joan oversees Savoy Associates Insurance Education Services and is our resident Information Specialist. Joan is entrusted with providing vital information to our personnel and broker partners. Joan is also a chief contributor to the Savoy Associates Knowledge Base for Quick Flash News articles, and Regional Reference Guides for NY, NJ, and PA. Prior to joining Savoy Associates, Joan held the position of Compliance and Quality Manager at Horizon Blue Cross Blue Shield of New Jersey (Horizon BCBSNJ) and founded the School of Continuing Education in 1996. From 1990 to 2000, she instructed over 4,000 personnel and brokers, managed small group health underwriting and supported home office in-house sales and operations. Joan also represented Horizon BCBSNJ at the New Jersey Department of Banking and Insurance (NJDOBI) Small Employer Health (SEH) Board meetings. Joan is a past president of the Central New Jersey Chapter of the New Jersey Association of Health Underwriters (NJAHU). Joan earned her Health Insurance Associate (HIA), Professional Academy of Healthcare Management (PAHM), and Registered Health Underwriter (RHU) designations, which signify both her knowledge and dedication to our industry.

Currently the President of Blue Water Benefits Consulting, Ruthann also serves as the Vice-Chair for Professional Development for the National Association of Health Underwriters.
Ruthann’s career in employer benefits spans 37 years working from both the consulting side of benefits and the employers’ side. While serving as a Compensation and Benefits manager for a large international employer, she had first-hand experience working with healthcare plans in both the U.S. and several European countries.
For the past few years much of her time has been spent working on health care reform. With the passage of the Patient Protection and Affordable Care Act, Ruthann has been teaching courses for insurance agents, accountants and doctors on the components and impact of Reform. A noted expert, Ruthann speaks throughout the country on PPACA to employers and has partnered with national organizations and large insurance carriers to consult on health care reform. She currently serves on several PPACA advisory groups and a variety of Exchange Work groups.
In addition to presenting courses on PPACA, Ruthann has written and presents courses on ERISA Compliance, Medicare, Reform & Risk Management, and HIPAA/HiTech.
Ruthann is a member of SHRM, IIAB, the International Foundation for Employee Benefits Plans, as well as the National Association of Health Underwriters.

Janet Trautwein is the Chief Executive Officer of the National Association of Health Underwriters (NAHU) in Washington, D.C. NAHU represents more than 100,000 employee benefits professionals involved in the design, sale, implementation and management of health plans all over the United States. Her responsibilities include oversight of all NAHU activities and primary representation of the association to the media, government agencies and elected officials at all levels. Prior to becoming the CEO of NAHU in 2005, Janet served for many years as the head of NAHU's government affairs department, working with members of Congress, senior government officials, governors, and state legislators, and directing the government and political affairs of the organization. A frequent speaker on health policy issues, Janet is considered an expert in health insurance markets and health plans of all sizes and frequently testifies before Congress on these issues. Her expertise in issues related to the uninsured, health insurance pools, risk and reinsurance pooling, health related tax issues, and both national and global health reform has been recognized throughout the industry. In 2004, Janet received the Harold R. Gordon Memorial Award, which honors the “Health Insurance Person of the Year” and is considered to be the most prestigious award in the health insurance industry. Every year since 2006, Janet has been named one of the 100 most powerful people in the insurance industry. She has been published in major newspapers, including The Wall Street Journal, New York Times and Los Angeles Times and she has appeared on hundreds of radio and television programs around the world.
, Senior Vice President of Government Affairs
Jessica Waltman is Senior Vice President of Government Affairs for the National Association of Health Underwriters (NAHU). In her current position, Jessica coordinates all of NAHU’s legislative and regulatory efforts to advance the interests of professional health insurance producers. This includes NAHU’s lobbying efforts before Congress and the Executive branch, the association’s monitoring of the activities of all state legislatures, insurance departments and intergovernmental organizations and management of the association’s government affairs department. Jessica oversees NAHU’s analysis of state and federal policy proposals and coordinates the association’s internal policy working groups and task forces. She serves as the primary drafter of NAHU’s position statements and white papers and works with the NAHU Education Foundation to create charts, analyses and other health policy research publications for use by NAHU members in their lobbying efforts. Jessica directs the administration of the Health Underwriters Political Action Committee (HUPAC) and NAHU’s annual Capitol Conference, a four-day meeting in Washington, DC comprised of educational sessions, political speakers and grassroots lobbying for NAHU members. She is frequently asked to give presentations to NAHU chapters and other groups about state and federal-level legislative and regulatory issues of interest to health insurance agents and brokers, and she serves as one of NAHU’s principal contacts with the media. Jessica also serves the insurance industry generally as an active member of the board of directors of the National Insurance Producers Registry.
Jessica also served two former members of congress, Representative H. James Saxton and Representative Rodney Frelinghuysen, both of New Jersey.
